Craft3 embraced the concept of “resilience” in 2007. The purpose of this paper is to update, refine and flesh-out Craft3’s theory of resilience. Three sets of changes have necessitated this update, 1) Craft3’s geography has grown; 2) Craft3’s approach to resilience has become regional; 3) The fields of economic, ecological and family resilience have evolved; and 4) Craft3’s operating environment has changed as a result of the Great Recession, budget deficits, near collapse of the financial services industry and a more contentious political climate.
This paper presents lessons learned from Craft3’s 15 years of work in Astoria, the community where Craft3 has had the most impact. Through case study research, we can 1) Extract lessons that will guide selection of new office locations in eastern Oregon and Washington; 2) Illustrate the “market manager” role—in formulating and implementing a place-based strategy consistent with our theory of change and that cuts across lending, market positioning, influence, industry sectors and partnership building; and 3) Elucidate our theory of rural economic centers, their relationship to outlying areas, how it evolves over time and how a CDFI’s investments can strengthen its role as a regional economic center (Okagaki, 2012)
Portland, a hotbed of sustainable development, was primed to move fast on the home weatherization front. A Climate Action Plan adopted by the Portland City Council in 2009 sets a goal of cutting local greenhouse gas emissions by 80 percent by 2050. Adding to the urgency, unemployment rates in this green metropolis have been stuck in the double digits throughout the recession. Home energy retrofits offered the city a practical way to make progress toward clean energy goals and simultaneously expand job opportunities, especially for those hit hardest by the poor job market (Stanford Social Innovation Review, 09/01/10).
